On the Road Again

Speed bumps punish all drivers because a few of us speed. Here is an idea for an intelligent speed bump:

Imagine a smart steel bump embedded in the pavement. It senses the speed of oncoming cars and if someone is speeding it rises and gives them a jolt. For those going within the speed limit it stays flush with the pavement and they are not jolted.
