Rather than “even in Russia” I would say “especially in Russia” I saw this sign — just outside of St Petersburg the day after my pocket was picked of my wallet in St Petersburg. I had been warned by our tour leader, it was in a zipped up pocket and they still got me.
St Petersburg Russia is certainly one of the pickpocket capitals of the world. I reported it to our tour leader and she said “we can call the police and report it and you will just waste hours or even a day or 2 and never get your wallet back– I can say that my bank covered what they got from an ATM and my credit card companies — put an immediate stop to the cards and covered any fraudulent use of the card from that day forward. I even got a text from one of the CC companies asking about what appeared to be a fraudulent charge When I got home there were new credit cards in my mailbox
