I heard a member of the Mexican Congress speak recently and he used a Mexican folk proverb to explain how the government works.  It translates roughly:

“The spoon is the same as the pot”

Which I took to mean that the “spoon” (politicians) are a the same as the “pot” (population).

I think that the same thing applies around the world.  At least it does here in the USA.
