In Tempe Arizona there is an inflatable dam.

I’m not sure why.  But here is another picture:

The construction equipment is there to build a cover over the inflatable dam to protect it from the Arizona sun.  I think it will also be a footbridge.  It turns out that one of the bladders burst last July.  Here is a link to the construction information.
