Since I don’t have a second home, I like this idea. I’m sure that those who have second homes would hate it. However, if the tax rate is small, maybe the idea would succeed.

It is hypocritical to say you care about the homeless and at the same time own an underutilized second home. Politically it isn’t feasible to let you live in one of those beautiful Aspen houses. But I think an excise tax that makes it more expensive to own a second home could gain political traction.
