There are nine million families in the United States with second homes. How about an excise tax on all of them. Starting at $100 on a cabin in the woods of Wisconsin to $10,000 on a big second home in Aspen. Estimated revenue Ten Billion dollars. It can be spent on helping the homeless.

Since I don’t have a second home, I like this idea. I’m sure that those who have second homes would hate it. However, if the tax rate is small, maybe the idea would succeed.
If I am homeless can I just stay in that Aspen house?

It is hypocritical to say you care about the homeless and at the same time own an underutilized second home. Politically it isn’t feasible to let you live in one of those beautiful Aspen houses. But I think an excise tax that makes it more expensive to own a second home could gain political traction.
