The photo is of an Ocotillo in bloom in the Phoenix Mountain Preserve. Interestingly Ocotillo are not Cacti. They are in the same family as the Boogum tree found wild in Northern Baja and domesticated at a botanical garden near you.
I could make a long explanatory note about the Reagan quote. Suffice it to say that culture precedes politics.
